Web Site Policy

DRAFT - April 27, 2004

Purpose
The purpose of this policy is to provide some uniformity in public image and accountability for information presented in the name of the College, while supporting and encouraging creativity in the academic use of computing resources. The diversity and eclectic nature of interests in the College community are part of the richness we offer to the wider community and to the world.

This policy defines the responsibilities of each member of the College community in the use of this resource. This policy also serves as a guideline for the development and presentation of the College’s web site to insure that such use is in a manner consistent with the College’s mission and in accordance with the College’s Acceptable Use policy.

Policy
The College provides web resources in support of the continuous achievement of its mission. This policy statement sets forth guiding principles with regard to the use of, access to, and disclosure of information residing on the College’s web site and to assist in ensuring that the College’s resources achieve those purposes.

There will be one Los Angeles Mission College home page. Its universal resource locator (URL) is http://www.lamission.edu/. It includes references to Web pages created and maintained by the College's Web Media Services Office/Designated IT Personnel as well as various College departments and/or offices.

The College home page shall be maintained by the College Web Media Services Office/Designated IT Personnel. The College Web home page may include links to departmental documents as appropriate, and should clearly label them as such.

The College Web Media Services Office/Designated IT Personnel acting as an agent for the College has/have the authority over the content on the main home page and college pages linked directly to it. College pages are those pages that address matters relating to offices or departments. The College Web Media Services Office/Designated IT Personnel is responsible for maintaining, developing, and enhancing the overall web site. Information providers have editorial responsibility for the accuracy and timeliness of their content. All pages must include an email address for the person or persons responsible for the content of the web page. All pages on the College’s site will adhere to the site’s overall look and navigation plan. The site’s standard header and footer will be carried throughout the site.

The College's Public Relations Specialist acting as an agent for the College has the authority over the content on the News and Events home page and pages linked directly to it.

Web pages created, maintained, and/or hosted by the College are required to use the College name and logo, College web site navigation menu or bread crumb trail and must clearly indicate the organization responsible for their content, and must contain the name and email address of the individual responsible for their maintenance, as well as the date the information was last updated. The College Web Media Services Office/Designated IT Personnel may include links to these pages in the College home page. Creators of departmental web pages are also subject to be required to include the College name and logo, College web site navigation menu or bread crumb trail. All information offerings identified with a College entity should conform to the College policy prohibiting harassment and discrimination and strive to be as timely and accurate as possible.

Personal opinions should be clearly labeled as such. This policy should not be construed as abridging the principles of academic freedom and constitutional guarantees of free speech, but should be understood as encouraging fairness and civility.

No material on any LAMC server may be copied, reproduced, republished, uploaded, posted, transmitted, or distributed in any way, without explicit permission, except as provided by the fair use provisions of the Digital Millennium Copyright Act. Modification of the materials or use of the materials for any other purpose is a violation of LAMC's copyright and other proprietary rights. For purposes of these terms, the use of any such material on any other web site or networked computer environment is prohibited.

Under the Digital Millennium Copyright Act, the College must specify an agent to receive notices of infringement from an owner alleging that a LAMC Web Site is infringing its copyright. LAMC has designated the following agent: The College Web Media Services Office/Designated IT Personnel.

Any information published outside the purview of the College Web Media Services Office/Designated IT Personnel or the Public Relations Specialist and maintained by faculty, staff, or students is unofficial content.

Endorsements/Disclaimer
Links from any web site located on a Los Angeles Mission College server to any non-LAMC site do not imply College or District endorsement of the site's products or services. References to non-LAMC products, services, or organizations do not imply College or District endorsement of the products, services, or organizations.

LAMC's web site contains links to sites that are not maintained by LAMC. LAMC is not responsible for the content of those sites. Other linked sites may change without our knowledge. The inclusion of such links and frames in the LAMC web site does not imply LAMC's endorsement of the linked or framed sites or their content.

LAMC makes no representations whatsoever about any other web site that you may access through this one. When you access a non-LAMC site, that site is independent from LAMC. LAMC has no control over the content on that web site. In addition, a link to a non-LAMC site does not mean that LAMC endorses or accepts any responsibility for the content, or the use, of such site. Copyright
All users of the College’s systems are required by law to comply with all applicable copyright and patent laws for materials placed on websites that reside on the College’s system, including all content placed on any website that resides on the college’s system, as well as text, graphics, audio, and video. The unlawful use of restricted or copyrighted intellectual property in violation of the law is prohibited by the college.

Web Page Types
The College web site includes college web pages, department web pages, personal faculty web pages, and student club/organization web pages.

  • College Web Pages
    These are web pages that are made by the College Web Media Services Office/Designated IT Personnel and are distinguished from personal faculty web pages, and student organization web pages by their purpose, their content, and their maintenance. These include all web pages found on the College web site that do not include personal faculty web pages or student organization web pages.
  • Department Web Pages
    These are web pages that are made by the College Web Media Services Office/Designated IT Personnel or by the departments themselves. The College Administration will decide whether these web pages must be hosted on LAMC servers or not. Futhermore, the College Administration will decide if department web pages must conform to the standards and adopted policies set and described for the Los Angeles Mission College web site. College web site templates for creating web pages will be provided to faculty for their use.

  • Personal Faculty Web Pages
    These are web pages that are made by or for faculty members. The College Administration will decide whether these web pages must be hosted on LAMC servers or not. Futhermore, the College Administration will decide if personal faculty web pages must conform to the standards and adopted policies set and described for the Los Angeles Mission College web site. Faculty web pages are not edited or reviewed by the College. College web site templates for creating web pages will be provided to faculty for their use.

  • Student Club/Organization Web Pages
    These are web pages created by student club/organization members. These web pages must be reviewed and approved in writing by the club’s faculty advisor and the Vice President for Student Services or his/her designee. The student club/organization approval form is available from the College Web Media Services Office/Designated IT Personnel. Completed approval forms will be kept on file with the College Web Media Services Office/Designated IT Personnel.

As mandated by federal and state laws and the California Community Colleges Chancellor's Office, it is necessary that the Los Angeles Community College District comply with Section 508 Standards to ensure accessibility to "Electronic and Information Technology" for individuals with disabilities.

All College web pages will adhere to the accessibility guidelines of Section 508 of the Rehabilitation Act and the Americans with Disabilities Act. A concerted effort will be made to educate all users regarding the importance of conforming to above Acts and to ensure that faculty pages are created using approaches that are sensitive to the needs of the handicapped.

All official College web pages should be constructed to ensure access by persons with disabilities.

The purpose of this policy is to provide guidance for creating official College web pages. All such pages should be constructed in a manner as not to present access barriers to persons with disabilities or by persons who may be using assistive technologies.

The following procedures will ensure the successful implementation of this policy:

  • New official web pages and revisions to existing official web pages should comply with the World Wide Web Consortium's "Priority One Checkpoints for Web Content Accessibility Guidelines" to the extent that it does not pose an undue administrative or financial burden.

  • Web developers are encouraged to take accessibility guidelines into account when creating new official web pages or revising existing official web pages.
    This policy applies to the individual web pages of faculty, staff, or students. The College encourages individuals to create web pages that are accessible by persons with disabilities or by persons using assistive technologies.

  • The College Web Media Services Office/Designated IT Personnel will provide technical support, training and documentation on the preparation of accessible web pages. Colleges, academic departments and administrative units are responsible to ensure that their web pages adhere to this policy.


Use of Content
Photographs, videos, audio, and hand-written signatures placed on line receive the same consideration given to such material in other media; they are also subject to the same requirements and restrictions. When a person can be identified in an image or audio, particularly pictures showing a small number of people, written consent from the individual must be obtained. Obtaining consent includes telling the person you are taking pictures or doing voice recording that may be placed on a web site and having the person sign an official consent form. Photos, video, or audio taken inside a classroom should also have instructor approval. Official consent forms can be obtained from the College Web Media Services Office/Designated IT Personnel.

Privacy
Each web page requesting information will disclose the purpose of that information. In the course of using the College’s web site, users may choose to provide the College with information to help it serve their needs. For example, they may send electronic mail to request information, sign up for a mailing list, or send their address so they may be sent an application or other material. Any personally identifiable information sent to the College, whether it be sent through a College page or a faculty, staff, or student page, will be used only for College business.

Requests for information will be directed to the appropriate staff to respond to the request and may be recorded to help the College update its site to better respond to similar requests. The College will not sell, exchange, or otherwise distribute personally identifiable information without the user’s consent, except to the extent required by law.

Notice
Employees of the College who violate this policy are subject to disciplinary action. The College reserves the right to change or modify any portion of this policy.
